November 13, 2023 Minutes

A regular meeting of the Board of Education of the Creighton Community School District No. 13 was held on November 13, 2023, at 7:00 p.m. in the High School Library.

 

Notice of the meeting was given in advance thereof by publication in the Knox County News, as shown by the Affidavit of Publication attached to the minutes.  Notice was also posted at the City Offices, front door of the high school, and front door of the elementary school.

 

Notice of the meeting was simultaneously sent to all the members and a copy of their acknowledgment and receipt of notice and agenda is attached to these minutes.  The availability of the agenda was communicated in the advance notice as was the notice to the members of this meeting.  All proceedings hereafter shown were taken while the convened meeting was opened to the attendance of the public.  The agenda for the meeting is attached and incorporated into these minutes.

 

President Fanta called the meeting to order at 7:00 p.m.  He announced that the Open Meeting Laws Act Poster was displayed on the wall at the entrance.

 

Members present: Greg Kuhlman, Erik Burns, Duane Fanta, Josh Key, Dixie Hanefeldt, and Amy Borgmann. 

 

Others Present:  Superintendent Weber, Principal Nilson and Secretary Hoffman

 

The Pledge of Allegiance was recited.

 

Borgmann moved to move the agenda.  Seconded by Key.  RCV:  6-0.  Motion Carried. 

 

Mark Wilmes and Kim Lemke both spoke during public comment.

 

Reports:

  1.  Superintendent Weber passed out his evaluation for board members to complete.  The audit has been completed and we are working on an e-rate proposal for technology upgrades.  Mrs. Yule has resigned and we will be advertising for a new school nurse.  He updated the board on legislative updates and shared that we are planning on scheduling a meeting about the junior high football coop with Bloomfield. 
  2. Principal Nilson shared that Creighton will host district play on November 28.  Winter sports practices began today.  He attended Standard Response Protocol and Standard Refunification Training put on by the Department of Education.  Staff and student climate surveys have been sent out.   
  3. There was no president’s report.
  4. The Americanism committee met prior to the meeting to review requirements.  The Negotiations committee has met with the teacher’s association twice.  The McDowell Trust committee met and discussed changing the loan to a grant. 
  5. There was no correspondence.

 

The consent agenda consisted of the monthly financial report, bills, and October minutes.  Burns asked to pull out the Burn’s Lumber bill.  Kuhlman moved to approve the consent agenda pulling out the Burn’s Lumber bill.  Seconded by Hanefeldt.  RCV:  6-0.  Motion Carried.   Key moved to approve the Burn’s Lumber bill.  Seconded by Hanefeldt.  RCV:  5-0-1.  Burns abstained.  Motion Carried.

 

Discussion/Action Items:   

  1. The board discussed adding cameras on the school buses for liability issues.  Superintendent Weber had a quote from DSN Security for four cameras per bus.  The board wondered if he could get quotes from other companies or for only one camera per bus in order to reduce the cost. 
  2. Key moved to approve the kitchen manager/custodial position as a twelve month position with the corresponding benefits to take effect on November 20th, 2023.  Seconded by Kuhlman.  RCV:  6-0.  Motion Carried.
  3. The music concerts are on December 11th.  Borgmann moved to hold the December board meeting on December 14th at 7:00 p.m.  Seconded by Hanefeldt.  RCV:  6-0.  Motion Carried.
  4. The topic of adding a full time PK-6 principal was brought up at the negotiations committee meeting.  Superintendent Weber shared a job description for the position, notes about the position, and an array of the number of administrators at area schools.  He shared the job duties and teacher feedback that he had received.  Different alternative ideas were discussed such as having a half time teacher/half time principal or giving more job duties to teachers.  It was decided to table this until the next board meeting so more information can be gathered.

 

At 8:15 p.m., Burns moved to adjourn the meeting.  Seconded by Kuhlman.  RCV:  6-0.  Motion Carried.  The next regular meeting of the Board of Education will be held on Wednesday, December 13, at 7:00 p.m. in the high school library.
