February 12, 2024 Minutes

A regular meeting of the Board of Education of the Creighton Community School District No. 13 was held on February
12, 2024, at 12:00 p.m. noon in the High School Library.
Notice of the meeting was given in advance thereof by publication in the Knox County News, as shown by the Affidavit
of Publication attached to the minutes.  Notice was also posted at the City Offices, front door of the high school, and
front door of the elementary school.
Notice of the meeting was simultaneously sent to all the members and a copy of their acknowledgment and receipt of
notice and agenda is attached to these minutes.  The availability of the agenda was communicated in the advance notice
as was the notice to the members of this meeting.  All proceedings hereafter shown were taken while the convened
meeting was opened to the attendance of the public.  The agenda for the meeting is attached and incorporated into
these minutes.
President Fanta called the meeting to order at 12:00 p.m.  He announced that the Open Meeting Laws Act Poster was
displayed on the wall at the entrance.
Members present: Greg Kuhlman, Erik Burns, Duane Fanta, Amy Borgmann, Josh Key, and Dixie Hanefeldt.
Others Present:  Superintendent Weber, Principal Nilson, and Secretary Hoffman
The Pledge of Allegiance was recited.
Borgmann moved to move the agenda.  Seconded by Key.  RCV:  6-0. Motion Carried. 
There was no public comment.
Reports:
A. Superintendent Weber shared that our annual safety visit will be in April and that we are looking to moving to a
schoolwide Title One Program. He shared several legislative updates from the past week. The master calendar
for next year is currently being compiled.
B. Principal Nilson reported that ESU 1 staff will be conducting Eleot observations for us in preparation for the
school improvement visit in the fall. Winter sports are winding down.
C. There was no president’s report.
D. There were no committee reports.
E. There was no correspondence.
The consent agenda consisted of the monthly financial report, bills, January minutes, approving the elementary principal
contract for Cory Friedrich to begin on August 1, 2024, approve certified teacher contracts for Amanda Boyle, Jordyn
Kuhl, and Skylar Long for the 2024-2025 school year, approve the secondary principal contract for Ryon Nilson for the
2024-2025 school year, approve the business manager contract for Jennifer Hoffman for 2024-2025, and approve any
potential certified teacher recommendations effective at the end of the 2023-2024 school year (one from Trace Baasch).
Burns asked to pull the Burn’s Lumber bill. Burns moved to approve the consent agenda without the Burn’s Lumber bill.
Seconded by Hanefeldt. RCV: 6-0. Motion Carried. Kuhlman moved to approve the Burn’s Lumber bill. Seconded by
Hanefeldt. RCV: 5-0 Burns abstain. Motion Carried.
Discussion/Action Items:   
A. The McDowell committee has been discussing changing the McDowell Trust from a loan to a one time
scholarship. Burns moved to approve the changes to the Erwin McDowell Trust as presented except
elimination part two and changing application date to April. Seconded by Borgmann. RCV: 6-0. Motion
Carried.
B. We just started having a counselor from Heartland Contracting here one day a week. Key moved to approve
the Heartland Counseling MOU as presented. Seconded by Hanefeldt. RCV: 6-0. Motion Carried.

C. The negotiations committee met since the last board meeting to discuss noncertified staff pay. Kuhlman
moved to approve the recommended changes to classified compensation and leave benefits for the 24-25
school year as presented. Seconded by Key. RCV: 6-0. Motion Carried.
D. Kuhlman moved to approve Key’s attendance at the NRCSA Legislative Forum and Fanta’s registration for the
NRCSA spring conference. Seconded by Burns. RCV: 6-0. Motion Carried.

At 12:50 p.m., Borgmann moved to adjourn the meeting. Seconded by Kuhlman. RCV: 6-0. Motion Carried. The next
regular meeting of the Board of Education will be held on Monday, March 11, at 7:00 p.m. in the high school library.
